Dr ABDALLAH TOIKEUSSE MABRI President

Founding member and 2nd Vice-President of the RHDP

Ivorian politician, Abdallah Albert Toikeusse MABRI was born on December 08, 1962
in Boueneu, in the Commune of Zouan-Hounien, Tonkpi Region, on the western border
of Côte d’Ivoire with Guinea and Liberia.
Married and father of six (06) children, Abdallah Albert Toikeusse MABRI is of faith
Muslim nun. He comes from the Yacouba ethnic group (DAN Group).

A Remarkable Academic career

After his primary studies at the Catholic Primary School of Zouan-Hounien, he did his
secondary studies at the College of General Education of Danané and at the Lycée
Modern of Man.
After obtaining his State Doctorate in Medicine at the University of Abidjan, today
Félix Houphouët Boigny University, Dr Abdallah Albert Toikeusse MABRI made a
specialization at Georges Washington University in the United States of America, where he
obtained a Masters in Public Health.
In addition, Dr Abdallah Albert Toikeusse MABRI also obtained several
Certificates in the fields of Health and Environment, Prevention and Management
Crises in the United States of America (FBI), Japan (Kumamato University) and Mali
(Solar Energy Research Center).

This brilliant school and university career has endowed Dr. Abdallah Albert Toikeusse MABRI
skills in the following areas:

This allowed Dr. Abdallah Albert Toikeusse MABRI to practice in organizations
national and international:
– Head of the Department of Health, Disaster Prevention and
Epidemics at the National Security Council (CNS) from 1997 to 2000;
– Expert-Consultant and Trainer at the National Polytechnic Institute
HOUPHOUET-BOIGNY (INP-HB) from Yamoussoukro, to the KIBIO Group in
Abidjan, on behalf of the International Federation of the Red Cross,
the World Health Organization (WHO) and the United Nations Fund for
Childhood (UNICEF) in Côte d’Ivoire and Niger.

LEADING POLITICAL LEADER

WITH A RICH CAREER TRADE UNIONS AND POLITICS

Founding member and current 2nd Vice-President of the Rassemblement des
Houphouetists for Democracy and Peace (RHDP), Dr Abdallah Albert Toikeusse
MABRI was introduced very early to trade unionism in schools and universities,
mainly to the MEECI (Movement of Pupils and Students of Côte d’Ivoire) of which it
was successively Secretary General from 1985 to 1989 and Chairman of the Committee of the

Faculty of Medicine of Abidjan from 1989 to 1990. He was also President of the
Coordination of MEECI Higher Education Committees from 1989 to 1990.
President of the Union for Democracy and Peace in Côte d’Ivoire (UDPCI) since
on April 10, 2005, Dr Abdallah Albert Toikeusse MABRI was also General Delegate
of the PDCI-RDA in the United States of America from 1995 to 1997.
Back in Côte d’Ivoire, he was elected Member of Parliament for the electoral district of Zouan-
Hounien since 2000. General Councilor of Danané from 2001 to 2013, Dr Abdallah Albert
Toikeusse MABRI has been President of the Tonkpi Regional Council since 2013.
Dr Abdallah Albert Toikeusse MABRI is, with the Presidents, Alassane OUATTARA,
Henri Konan BEDIE and Anaky KOBENAN, Founding member of the Rassemblement des
Houphouetists for Democracy and Peace (RHDP) created on May 18, 2005 in Paris
(France).
Candidate for the 2010 Presidential election, Dr Abdallah Albert Toikeusse MABRI is
arrived in 4th position in the 1st round out of eleven (11) candidates behind Presidents Laurent
Gbagbo, Alassane Ouattara and Henri Konan Bedié.

Dr Abdallah Albert Toikeusse MABRI marked his passage to the Government by
several achievements.
Thus, to name but a few, in his capacity as Minister of State, Minister of Planning
and Development, he was:
– the designer of the National Development Plan (PND) 2012-2015 and
2016-2020, the National Population Office (ONP), the National Program
for Community Development (PNDC), the National Program for
Social Cohesion (PNCS), of the Abidjan International Conference on
Emergence of Africa (ICEA), the 1st Abidjan International Forum on the
Islamic Finance, from the National Prospective Study Côte d’Ivoire 2040
(ENP 2040) and the Monographic and Economic Study of Coastal Districts
of Ivory;
– the initiator of the first studies of Competitive Economic Poles (PEC) in
Ivory Coast.
In addition, under the authority of Dr. Abdallah Albert Toikeusse MABRI were carried out on the 4th
General Census of Population and Housing (RGPH 2014), the Program

Production of Basic Statistics (PU-PSB) and the Study on the Level of
Household Life (ENV 2015).
At the Ministry of Foreign Affairs, Dr Abdallah Albert Toikeusse MABRI was:
– the initiator of the Diplomacy and Development Program;
– the person in charge of the campaign for the choice of Côte d’Ivoire as candidate
of Africa to the UN Security Council and to host the Europe-
Africa in Abidjan.

Dr Abdallah Albert Toikeusse MABRI is or has been a member of several associations and
professional organizations as follows:
– Founding Member of the Network of African Parliamentarians for
Environment (EAP);
– Member of the Parliamentarians for Global Action (PGA) Network;
– Member of the American Public Health Association (APHA);
– Member of the International Association of Rural and Agricultural Health based in
Japan;
– Founding Member of the Ivorian Association of Rural Health;
– Member of the Council of Ministers of the Economic Community of the States of
West Africa (ECOWAS), the West Economic and Monetary Union
Union (UEMOA), African Union, CENSAD, Union du Fleuve
Mano and the Council of the Entente from December 28, 2005 to April 7, 2007, from the
West African Development Bank (BOAD), the Central Bank of
West African States (BCEAO), of the Organization of the Conference
Islamic (OIC) and the Arab Bank for the Economic Development of
Africa (BADEA) from December 07, 2010 to January 06, 2016;

– Past-Governor for Côte d’Ivoire at the African Development Bank
(AfDB), the Islamic Development Bank (IDB) and the Bank
ECOWAS Investment and Development Agency (EBID);
– Alternate Past-Governor at the World Bank;
– Member of several Annual Meetings of the WHO, the United Nations, the
AfDB, IDB, OIC;
– Chairman of the 2013 session of the BADEA Board of Directors in Abidjan;
– President of the Conference of African Ministers of Finance,
Planning and Economic Development from March 25, 2013 to March 30
2014 ;
– Chairman of the Board of Governors of the AfDB from May 25, 2014 to May 28
2015 ;
– Chairman of the Steering Committee of the United Nations Fund for
Consolidation of Peace in Côte d’Ivoire from 2011 to 2015;
– Vice-President of the National Committee of the Millennium Challenge Corporation (MCC) and
Head of Delegation for negotiation missions in Washington DC from 2012 to
2015 ;
– Chairman of the Annual Meetings of the African Development Bank
(AfDB 2015) and the Fiftieth Anniversary of the said bank from May 25 to 29, 2015 at
Abidjan;

– Head of Delegation of negotiations for the return of the AfDB to Côte d’Ivoire
(2012-2015);
– Member of the Permanent Framework for Political Dialogue (CPD) on behalf of the
Government ;
– Member of numerous organizations of a cultural, social, economic and
religious.
